Public Consultation for the Capacity Remuneration Mechanism
The Spanish Government opened a public consultation to collect stakeholders’ opinions on the implementation of capacity remuneration mechanisms in Spain. The consultation focuses on the optimality of CRM to foster flexibility in the system (storage and demand management, mostly).
Key questions that the Spanish Government asks are:
Are capacity mechanisms necessary to guarantee security of supply and comply with decarbonisation objectives?
Which capacity mechanism is most adequate (strategic reserves, capacity auctions, tenders, etc)?
Are capacity mechanisms required to develop electricity storage in line with Energy Planning objectives (NECP)?
The public consultation covered other topics such as avoiding over-remuneration and discrimination, trans frontier participation, requirements of firm generation capacity and alternative measures. The process is now closed and results will be published in the near future.
